Making a Difference Through Advocacy

One of the roles of the Association of Professional Biology (APB) is to advance the application, practice and understanding of biological sciences in an objective, professional manner. The APB is unique in its ability to advocate on behalf of professional biologists, allowing our members and biologists in general, especially in British Columbia, to be represented as part of our dialogue with external parties including other professional associations, industry and various levels of government.

Through advocacy the APB:

  • Demonstrates leadership to the public, its members and other professions.
  • Increases general understanding of the benefits of employing biology professionals.
  • Encourages the development and application of sound biological principles in the management and conservation of resources.
  • Informs and advises decision makers and the public of the potential impacts of land use and resource development on BC’s biological resources.
  • Promotes legislation governing the profession as a means of ensuring accredited professional biologists in BC maintain competency and accountability.

The APB Policy on Advocacy provides the criteria and defines the process for the APB when it engages in advocacy. While there may be many issues and opportunities of interest to individual members, the APB restricts its advocacy efforts to those consistent with the Association’s mission and purpose.

The APB Members Survey on Advocacy

To be an effective advocate, the APB requires ongoing engagement and consultation with its membership. In August 2017, the Members Survey on Advocacy was launched allowing members to provide feedback and perspectives on priority issues and broad policy areas. There was also an opportunity for members to convey their expectations on the nature and scope that the APB’s advocacy should take. The results of the survey were synthesized in September and will inform the advocacy pathway and focus for the Association moving forward.

A History of Advocacy Initiatives by APB

The Association of Professional Biology (APB) has been at the forefront of advocating for the biological sciences in British Columbia. From its involvement in the Professional Governance Act to its ongoing role in influencing environmental policies, the APB has consistently played a key role in advocating for scientific integrity. Over the years, the APB’s advocacy efforts have helped shape the practice of biology in the region, ensuring that biological science is applied responsibly and effectively.

Through its initiatives, the APB not only supports its members but also ensures that the value of biology professionals is recognized across various sectors. This has allowed the APB to guide policy changes, legislative improvements, and decisions that benefit both the environment and the public.

Responding to the Professional Governance Act

In response to the introduction of the Professional Governance Act, the APB provided feedback to government representatives, including Minister George Heyman. This feedback addressed the key elements of the Act that directly impacted the professional reliance model and its relationship to the biological sciences.

By advocating for clear and science-based policies, the APB ensures that the governance structures governing professional biologists are in line with public interest. The APB’s letter to the minister outlines the importance of maintaining high standards of professionalism in biological science to safeguard public trust.

Responding to BC’s Review of Professional Reliance in Natural Resource Decision-Making

In June 2018, the BC Ministry of Environment and Climate Change Strategy released a report reviewing the professional reliance model used in natural resource decision-making. The APB closely reviewed the findings and provided its input, emphasizing the role of science in professional reliance.

The APB’s position highlighted the importance of ensuring that science and unbiased professional opinions are considered in resource management. While the review pointed out areas for improvement, the APB’s response called for more focus on the scientific foundation of decisions, advocating for a stronger role for biologists in shaping environmental policy. The APB’s continued engagement ensures that the voice of the professional biology community is heard in key discussions about the future of resource management.

APB’s Advocacy on Bill C-68: Fisheries Act Amendments

The APB was actively involved in the discussions surrounding the amendments to Bill C-68, which proposed changes to the Fisheries Act. As part of the ongoing dialogue, the APB provided valuable feedback on the amendments and participated in briefings organized by Fisheries and Oceans Canada.

The APB’s comments focused on ensuring that the revised Fisheries Act aligns with the principles of sustainable resource management and the protection of biological resources. The association continues to advocate for policies that support science-driven management of fisheries, emphasizing the need for evidence-based decision-making in protecting aquatic ecosystems.

Comments on Professional Reliance Model in British Columbia

The APB gathered feedback from its members on the Professional Reliance Model, which was under review by the BC government. Through a survey, the APB collected a wide range of responses that informed its official stance on the model and its effectiveness.

The association’s position emphasized the need for improvements in the model, ensuring that it supports competent and accountable professionals. The APB advocated for necessary reforms to address challenges with the current system, calling for greater transparency, collaboration, and reliance on scientific expertise to guide resource management decisions.

APB’s Positive Response to BC Government Collaboration

In 2017, the BC Minister of Environment and Climate Change Strategy, Mr. George Heyman, reached out to the APB to discuss opportunities for collaboration on environmental priorities. This marked a significant step forward in strengthening the relationship between the APB and the provincial government.

The APB welcomed this opportunity and expressed its commitment to informing government decisions on environmental policies. By sharing its expertise and advocating for science in policy discussions, the APB continues to foster constructive dialogue with government officials to address key environmental issues and promote sustainable resource management practices.

APB’s Response to Grizzly Bear Hunting Regulations

The APB responded to the BC government’s request for input on new grizzly bear hunting regulations. As part of its advocacy, the APB emphasized the importance of adopting scientifically-sound approaches to wildlife management and ensuring that conservation efforts are based on reliable data.

The APB’s comments reflected its commitment to science-based decision-making in wildlife management. The association’s feedback included recommendations for managing grizzly bear populations in a way that ensures their sustainability and protects biodiversity across the province.

APB’s Position on Wildlife Management in BC

The APB has consistently advocated for the protection of wildlife in British Columbia. In 2017, the association voiced its concerns regarding the future of wildlife management in the province, calling for a comprehensive approach to managing species and ecosystems at risk.

By communicating directly with the provincial government, the APB ensures that the voices of biology professionals are heard in discussions about wildlife conservation. The association advocates for policies that align with scientific principles, ensuring that wildlife management strategies are effective and sustainable for future generations.

Signing the Science Pledge for Public Interest

In 2015, the APB signed the national Science Pledge, committing to support policies that prioritize evidence-based decision-making. This pledge aligned with the APB’s mission to advocate for science in decision-making and promote the value of scientific integrity in policy.

By signing the pledge, the APB reinforced its commitment to public-interest science. The association continues to stand firm on the importance of using scientific evidence to inform policies that safeguard public health, safety, and the environment. The APB’s involvement in such initiatives demonstrates its dedication to supporting science and public welfare.

Joint Statement on Climate Change

In July 2017, the APB joined other professional associations in British Columbia to release a joint statement on climate change. This historic statement acknowledged the fundamental impacts of climate change on the province’s communities and ecosystems.

The APB’s involvement in this joint statement underscored its commitment to addressing climate change through collaborative efforts. By partnering with other professional organizations, the APB aims to advocate for solutions that address the environmental challenges posed by climate change and promote sustainable practices in resource management.

APB’s Response to Bill-38 and Environmental Legislation

The APB actively engaged in discussions regarding Bill-38, providing input on proposed changes to environmental legislation. The association’s feedback emphasized the need for a scientifically informed approach to environmental regulation, advocating for a more thorough review process before implementing changes.

The APB’s submission to the government called for the inclusion of qualified professionals, such as Registered Professional Biologists, on scientific panels to ensure that environmental policies are based on sound science. The association continues to advocate for legislative changes that prioritize environmental protection and support the role of biologists in policy development.
